Dar
es Salaam Urban Jobs (DUJ) was a one year DfID/ UKAID funded programme aimed
to catalyse sustainable change in sectors that have the potential to generate
jobs and incomes for thousands of poor people, particularly women and youth.
DUJ was designed as an adaptive programme, suited to working flexibly in a
rapidly changing urban market context. The main purpose of the programme was
to create sustainable economic opportunities and employments that increase
incomes for poor people in Dar es Salaam particularly women and youth and
catalyse sustainable development of the targeted sectors i.e. light
manufacturing, waste management and childcare.
Implemented
by Diligent Consulting Limited (DCL) and other partners (the IPE Global and
the Springfield Centre), the programme’s focus was on poor men and women,
including young men and women, in Dar es Salaam. Other direct recipients
included relevant stakeholders within each chosen sector (i.e. light
manufacturing, waste management and childcare) including private sector
companies/ individuals, the Government of Tanzania, business membership
organisations, etc. which assisted to develop more efficient businesses and
markets.
By
working closely with market system players and city authorities, the
programme improved job opportunities and incomes of the poor and vulnerable.
It was also positively impact the enabling environment for urban economic
development contributing to sustainable and inclusive growth of the city’s
economy. |

Description of the Services Provided |
|||||||
Management
and technical inputs for the DUJ programme i.e. designed, developed and
implemented targeted interventions in the light manufacturing, waste
management and childcare sectors in Dar es Salaam, and to address constraints
to the development of these sectors. In the Dar context, these constraints
included: lack of access to affordable finance and business services; skills
gaps; lack of access to technology; high transport costs; lack of access to
commercial land; and an unsupportive business environment, particularly for
micro, small and medium enterprises (MSMEs).
Delivering:
market analysis; policy analysis; political economy analysis; stakeholder
engagement; business advice to firms and to foster linkages between
businesses and private or public investors; and monitoring and evaluation to
learn and inform adjustments to the programme to support market systems
development of the selected sectors.
Managed
an Innovation Facility to fund the costs of interventions through a menu of
instruments, such as capital investment or grants, targeted research and
specialist technical assistance to support high potential business
innovations and opportunities. |

Enabling
Growth through Investment and Enterprise was a four-year USAID funded project
under the Feed the Future Programme. The project aimed to reduce constraints
to private sector investment through improved policy execution in SAGCOT
regions in the mainland and Zanzibar, through the creation of a strengthened
enabling environment, agribusiness productivity and profitability increased
with improvements in market-oriented business development services and access
to finance for SAGCOT SME value chain actors.
Implemented
by Diligent Consulting Limited (DCL) and other partners, the program’s focus was
at the district level, using a broad-based approach that works with district
councils, private sector associations, business development service
providers, financial institutions, and micro, small, and medium enterprises.
The program’s activities were divided into three main components;
Component I: Implement policies for growth. Built the
capacity of the private sector to effectively dialogue with the government to
set the policy agenda and improved the capacity of the public sector to
implement policies.
Component II: Equip businesses for growth. Strengthen
SME capacity and foster the growth and capacity of a sustainable market for
business development services (BDS) in Tanzania.
Component III: Access to finance for growth. Broaden
access to finance for SMEs, specifically women and youth entrepreneurs, to
facilitate increased investment and growth.
Results: DCL
managed Component I (the policy component) with key results amongst others, as

Built
the capacity of the private sector (through their organized associations) to
effectively dialogue with the government to set the policy agenda and improved
the capacity of the public sector to implement policies. The Policy Analyst
participated in the development of PRPT Tool and trained ENGINE core team
members on the use of the tool as well as guided policy reform activities.
Regional
Representatives contributed to the PPD agenda and Engaged the Regional
Secretariat, District Councils and private sector associations in the region
and LGAs to agree on PPP dialogue issue geared towards policy and legislation
reforms with an objective of improving business enabling environment which
encourages investments and businesses in the region and its LGAs. Co-facilitated
and carried out assignments in collaboration with expert volunteers that
strengthened LGAs and private sector associations as well as capacity
building of LGA and TCCIA officials in policy advocacy, review, reform, and
communication (Advocacy, Analysis and Dialoguing skills).
Diligent
Consulting Limited established and maintained cooperative relationships with
key stakeholders, including Government counterparts at the LGA and Private
Sector organizations. DCL also facilitated and brought local context to the
technical direction of the policy work including research, advocacy and
implementation monitoring at the regional and district level. |

The
United States African Development Foundation (USADF) livelihood programme supported
grassroots farmers and producers through their associations by providing
direct financial support in the form of grants. Activities were implemented
at the local level aiming to increase opportunities for community
development, expand community participation in development processes and
develop local capacity to respond to the requirements of the poor.
The
USADF Country Strategy for Tanzania aims at extending grant support to any
African owned and managed entity engaged in participatory, self-help projects
at local level preferably in under-served and hard to reach communities.
These include formally registered agricultural cooperatives, small scale
producers groups, community based organizations that work with low income
groups and small and medium enterprises that work with low income supply
chain linkages/ value chains. The strategy focuses at agriculture and
agri-enterprise value chains engaged in horticulture, coffee and cereals.
Diligent
Consulting Limited (DCL) signed a Cooperative Agreement with USADF in 2014 to
support the programme in Tanzania with annual renewable contractual
agreements for up to six-year term, ending in 2020. Over 25 farmer groups,
with a total of more than 600, were assisted with market analysis, project
planning and implementation. There is nearly equal number of women
participating in these projects.

The
Revolutionary Government of Zanzibar through the Ministry of Agriculture and
Natural Resources aimed to reduce poverty and accelerate economic growth on a
sustainable in line with framework of national development strategies
including MKUKUTA/ MKUZA and ASDP. The Revolutionary Government of Zanzibar
received funds from the International Fund for Agricultural Development
(IFAD) and the African Development Bank (AfDB) to finance a market
infrastructure value addition and rural financial services program. The
objective of the program was to enhance the income and food security of the
target beneficiaries through access of poor households to broad range of
financial services coupled with the necessary capacity building for linkages
to markets. |

Diligent
Consulting Limited (DCL) implemented one of the sub-components of the MIVARF
program of strengthening capacities of producers/ processors groups and
marketing associations of smallholder fruit and vegetables farmers through
training, coaching, and mentoring to enable them access profitable markets
through value addition and through developing effective and sustainable
partnerships with business development services for performance improvement. Targeted
vegetable producers were, after intervention, able to secure orders from
tourist hotels in Pemba and Unguja islands. |

to provide three long-term consultancies for agricultural policy analysis,
and for communication and outreach. The Communication and Outreach Consultant/
Advisor was responsible for undertaking the planning, development and
delivery of SERA Project internal and external communication that engages
stakeholders, builds their support and advocates for policy changes while
supporting and complementing the Feed the Future Strategic Communication and
Outreach Plan. The Agricultural Policy Analysts was responsible for
supporting policy analysis activities working closely with SERA Project Chief
Technical Advisor, Senior Advisor, and Chief of Party. |
