The USAID Feed the Future Tanzania
Enabling Growth through Investment and Enterprise (ENGINE) programme worked
with the local government authorities, private sector associations, business
development services providers, financial institutions, and micro, small and
medium-sized enterprises (MSMEs). DCL was responsible for the programme’s Component
I, Implementing Policies for Growth by building the capacity of the
public and private sectors to review, reform, and implement policies that
support business viability, growth and investment.
As part of its efforts to
facilitate public and private policy dialogue between local Tanzanian
enterprises and the public sector, the programme designed a tool and framework
that help local governments rank the need for reform of policies that may
hamper economic growth, such as complicated business registration processes and
taxes owed to several departments. The ENGINE’s Policy Reform Priority-setting
Tool (PRPT) was introduced to the Iringa, Mbeya, Morogoro, and Zanzibar
municipal governments and the regional chambers of commerce, and policy reform
recommendations are now ranked using the tool. The Iringa Chamber of Commerce
Chairperson, Mwakabungu and Vice Chair of the Tanzania Sunflower Processing
Association, Enock Ndondole participated in the first public/ private dialogue
session. With the help of the PRPT tool, 69 policy recommendations were made.
Business and government technical working groups will continue to use the tool
to decide which policies are the most feasible to reform in order to further
improve the enabling environment for Tanzanian businesses.
